SUMMARY OF ACTIONS FROM USDF SPRING EXECUTIVE BOARD MEETINGS

April 19-22, 2007
Las Vegas, NV

The following people attended the meetings: 13 Executive Board members, Executive Director Stephan Hienzsch, and several USDF staff members.

Education

George Williams moved and Donna Longacre seconded a motion to approve the off-campus revised USDF University accreditation guidelines. Motion carried.

Fern Feldman moved and Donna Longacre seconded a motion that a task force be formed with Alison Head as chair and two regional directors along with a staff liaison to work on the Adult Education Grant Guidelines and Application Procedure. Motion carried.

George Williams moved and Janine Malone seconded a motion to approve the "Budget for a Video Teaching Tool for Sport Horse Seminars" proposal on section 3-11 of the Executive Board notebook. Motion carried.

George Williams moved and Sarah Patrick seconded a motion to approve the option listed under "name of proposed program" in section 3-14 of the Executive Board notebook to send a recommendation to USEF to add an educational session for TDs on sport horse education in its continuing education program for dressage TDs. Motion carried.

Barbara Funk moved and Alison Head seconded a motion that organizers of USDF Instructor Certification programs, "L" programs, and any other program that requires testing upon completion, cannot be a participant in that program. Motion carried.

Alison Head moved and Janine Malone seconded a motion that "L" Faculty and Certification Examiners must sign the USDF Conflict of Interest policy annually. Motion carried.

Alison Head moved and Terry Wilson seconded a motion to approve the amended liability waiver for participants listed on page 3 of the off campus University program accreditation guidelines. Motion carried.

Instructor/Trainer

George Williams moved and Donna Longacre seconded a motion to approve the Continuing Education requirements for all levels of instructor certification with two amendments: (1) add audit or participate under point 2, and (2) under point 3, require a written summary only of non-USDF programs. Motion carried. One abstention. A summary for USDF programs is not necessary since they are well known.

Janine Malone moved and Sarah Patrick seconded the recommended changes to the testing procedure for the teaching phase for the certification examination. Motion carried. One abstention.

Sandi Bishop moved and Sue Hughes seconded a motion to add (1) a visionary component to the purpose of the Certification Steering Committee, and (2) a second Executive Board-appointed non-vested member to this committee. Motion carried. One abstention.

Alison Head moved and Sue Hughes seconded a motion to approve the revised attendance criteria for the FEI-level Trainers Conferences. Motion carried.

George Williams moved and Janine Malone seconded a motion that in the future when names are put forward for approval as "L" Faculty or Certification Examiners, they should be accompanied by a resume. Motion carried.

Youth

George Williams moved and Janine Malone seconded a motion to approve the USDF/USPC Task Force project as amended. Motion carried. A news release of this project has been posted on the USDF web site.

Janine Malone moved and Alison Head seconded a motion to move responsibility for the Shining Star Sportsmanship Award program from the FEI Junior/Young Rider Council to the Youth Council. Motion carried.

Sarah Patrick moved and Terry Wilson seconded a motion to approve the recommendation to increase the minimum score required to qualify for the NAJYRC from 60% to 62% for 2008 and forward. Motion carried. One opposed and one abstention.

Kat Kyle moved and Theresa Hunt seconded a motion to approve (1) allocating the current funds for the Junior/Young Rider Academic Achievement Award to the Fiona Baan Trophy, and (2) the proposal to award the trophy at the NAYRC in accordance with the proposal listed in section 6-14A of the Executive Board notebook. Motion carried.

George Williams moved and Janine Malone seconded a motion to approve the list of competitions approved by the regional directors for 2008 NAJC/NAYRC qualifiers. Motion carried.

George Williams moved and Fern Feldman seconded a motion prohibiting scheduling of an official USDF NAJC/NAYRC qualifier on the same date and location as a CDI/Y/J. Motion carried.

George Williams moved and Fern Feldman seconded a motion that for any CDI-Y that doesn't hold a CDI-J and vice versa, the open part of the show would be an automatic qualifier for the NAJYRC, without having to file an application prior to the deadline. However, the USDF NAJYRC qualifying competition form must be completed prior to the actual competition. Motion carried.

Competitions

Janine Malone moved and Sarah Patrick seconded a motion to allow scores earned at the USEF National Championships to be counted the same as an optional qualifying competition (i.e. like a CDI-Y-J). Motion carried.

Kat Kyle moved and Sue Hughes seconded a motion that a "calendar week," for purposes of determining Regional Championships late qualifying competitions, begins at 12:01 am on Monday and ends at 12:00 midnight on Sunday. Motion carried.

Janine Malone moved and Theresa Hunt seconded a motion that the Regional Championships review panel and any appeals review meetings and business must be done via conference call. Motion carried.

Kat Kyle moved and Donna Longacre seconded a motion to accept the recommendation of the Competition Management Council that Participating Membership for competition managers not be required. Motion carried.

Awards

Janine Malone moved and George Williams seconded a motion to approve the proposal to upgrade the year-end competition award certificates, effective for the 2008 competition year. Motion carried.

Alison Head moved and Donna Longacre seconded a motion to move the rider awards to the Salute Gala and the GMO awards to the Board of Governors meeting beginning in 2007. Motion carried.

Janine Malone moved and Donna Longacre seconded a motion to approve the USDF proposal to increase the minimum score for All-Breeds DSHB awards from 58% to 65%, effective October 1, 2007. Motion carried.

Councils/Committees

Fern Feldman moved and Terry Wilson seconded a motion to ask Veronica Holt to assist Lisa Gorretta in her position as Regional Championships Committee chairman in 2007 and potentially become the chairman in 2008. Motion carried.

Fern Feldman moved and Sandi Bishop seconded a motion to approve the recommendation to invite Howard Simpson, Chuck Smith, and Karen Reid-Offield to serve on the USDF Audit Committee. Motion carried. One abstention. Robert Higgins is the Chairman of this committee.

Janine Malone moved and Kat Kyle seconded a motion to approve the entire proposal to update the TD Council goal change request. Motion carried.

Competitions Handbook/Directory

Kat Kyle moved and Sandi Bishop seconded a motion that the 2008 Competitions Handbook will be available in hard copy or suitable electronic media, upon request, for one fee to PMs, Business and Youth members and a higher fee to all others, plus an additional fee for shipping and handling. Motion carried.

Sarah Patrick moved and Sue Hughes seconded a motion that the 2008 USDF Competitions Handbook will remain available on the Web site to anyone. Motion carried.

George Williams moved and Sarah Patrick seconded a motion to continue the listing of USEF licensed officials in the USDF Directory and maintain a current listing of USEF licensed officials on the USDF Web site. Motion carried.

Fern Feldman moved and Donna Longacre seconded a motion that Regional Championships and appropriate USDF Breeders Championships information be included in both the Directory and the Competitions Handbook. Motion carried.

Alison Head moved and George Williams seconded a motion that the reading list for both Instructor Trainer and "L" programs be removed from the Directory. Motion carried.

Janine Malone moved and Terry Wilson seconded a motion that the guidelines for freestyle, pas de deux, and quadrille will be published only in the Competitions Handbook and on the web site. Motion carried.

Administration

Kat Kyle moved and Sarah Patrick seconded a motion to approve the revised budgeting protocol as amended and as listed in Section 3-4 of the Executive Board books, and to include it in the Policies and Procedures. Motion carried. The revised version has been posted on the USDF web site.

Sandi Bishop moved and Janine Malone seconded a motion to appoint Amanda Meyers to the Investment Working Group. Motion carried.

Sarah Patrick moved and Sue Hughes seconded a motion to recommend posting summaries of off-campus USDF University programs in a password-protected section of the USDF web site for the Executive Board. Motion carried.

Janine Malone moved and Alison Head seconded a motion to create an electronic attachment to distribute evaluation summaries from USDF programs via email to the organizer and others, and to be posted on the Executive Board password-protected section of the USDF web site. Motion carried.

George Williams moved and Sarah Patrick seconded a motion to approve the request of the Sport Horse Committee to forward the USDF seminar requirements and list of instructors to the USEF Dressage Committee for review. Motion carried.

Alison Head moved and Terry Wilson seconded a motion to approve the amended Policy and Procedures proposals. Motion carried.

Fern Feldman moved and Alison Head seconded a motion to approve the revised GMO affiliate verification form. Motion carried.

Sarah Patrick moved and Terry Wilson seconded a motion to approve section 3-6 in the Executive Board notebook with removal from the list of electronic newsletter benefits for business members. Motion carried.

Miscellaneous

Sarah Patrick moved and George Williams seconded a motion to select Austin, TX for the 2009 annual convention/symposium. Motion carried.

Fern Feldman moved and Donna Longacre seconded a motion to approve entering into a contractual agreement with the artist for a life-size sculpture for the USDF NEC. Motion carried.

Janine Malone moved and Fern Feldman seconded a motion for the staff to recommend an advisory group to be approved by the Executive Board to work with the artist and approve the final sign-off of the USDF NEC sculpture project. Motion carried.
